The CGT is a unit within the Enterprise and Community Resource Development program area of the Mississippi State University Extension Service. For thirty years the CGT has been a leader in the development and implementation of technical assistance and educational programs for local government officials.

Through these technical assistance and educational programs, the CGT assists local government officials, local units of government, and associations of local government in their efforts to improve governance at the grassroots and delivery of services to the citizens of Mississippi. The CGT does not take an advocacy role in the business, legislative, or political affairs of the local governments or local government associations with which it works.

A new educational effort was established in October 1996 with the creation of the first CGT website. Since then, this online education outreach has grown to include a number of specialized tools including online registration and payment, an electronic communication forum (message board), links directory to valuable online resources, and the development of partner sites including the following:
